You can do this by following these steps:

  1. Go to Appearance > Editor.
  2. Open the list view (the icon that looks like ≡) in the top bar.
  3. Find the “Navigation” component in the tree.
  4. In the right panel, the “Navigation” component has options for
  • Submenu & overlay text
  • Submenu & overlay background
