The answer to this depends very much on the theme you are using and possibly also on your PageBuilder. Your theme will probably use a template for the category that contains the listing. You would have to change this. You can do this by creating your own template, which defines the desired structure of the page. With a PageBuilder such as the Block Editor, Elementor, WP Bakery or Divi and what they are all called, this would also be possible without programming. We could tell you what is possible for you if you would show a link to your site.
I may be wrong here, but I’m thinking this is more about the permalinks.
By default, the “breeds” category should be at example.com/category/breeds, and the “breeds” page at example.com/breeds.
But it seems the site has been configured (perhaps with some SEO plugin) to remove the “category” prefix from the category URLs. So the “breeds” category is now at example.com/breeds.
And now there’s a page and a category both competing for the example.com/breed URL, and it seems the category is winning.
Of course, I may be totally wrong here 😀
