This change didn’t have anything to do with the actual websites URL, it was a change of the WordPress address that I use to access the dashboard and admin center. I didn’t realize it would cause such a big issue.

I don’t think it applies to my situation as this is not about the website URL. Everything that is mentioned in the guide you provided (“Changing The Site URL”) is geared toward having a site outside of WordPress. The ONLY place my site resides is IN WordPress and I am unable to log in (which is why I am asking for help). I have not uploaded it to a hosting company yet, nor have I linked it to it’s URL. Because of this, I can’t access the config.php, FTP, etc.
*when I say “WordPress” I am talking about the online version.
