So I recently discovered that the button displayed at checkout is different from person to person – sometimes a ‘place order’ button is shown and sometimes a Paypal button is shown.
When a ‘place order’ button is shown, the order fails and isn’t processed. When a Paypal button is shown, you are redirected to Paypal and the order is placed as intended.
After doing some digging, I found that when a person presses decline on the cookie preferences pop up on my website, they get the ‘place order’ button, and if they accept they get the correct checkout and are able to purchase.
This is a real issue because most people will press decline, including myself, so their orders won’t be processed.
Why is this happening and can it be fixed?

As already suggested in another thread, try a different PP plugin. Automattic plugins other than WC itself seem often plagued with issues at one time or another, according their reviews.
