I set up cloudflare rule to cache everything, it is really helping on the speed of the site and I really like it and want to keep it.
However, I noticed that the menu doesn’t work on phone it’s not clickable to show the list, so how to make it cache everything and the sit still function as normal?

are you sure this is a cache everything issue? I have seen what you describe on websites where I enabled things like css/js minification within the caching plugin itself
