No , that CDN -> CF , is just a quick purge shortcode for CF cache , it was not meant to purge CF HTML cache as we do not recommended double page cache

yes, because QC is designed to use LSCache engine , and instead of origin-server-level , QC store the cache at CDN-level
and in this context, QC + LSCWP is not double page cache , they belong to same system

Great! Is there no any fallback disk/ram caching if someone uses Quic Cloud?
Ideally, I would like to have fallback disk caching system so in case if Quic cache expires due to less frequent visits or any reason, at least there will be something at disk to fetch from instead hitting PHP & MySQL.

if your origin server is LiteSpeed webserver , the cache will be stored on both your origin and CDN
