Without being able to see the website itself, it might be related to the permissions of the /uploads/ directory; where the CSS file is stored. If it isn’t reachable, the plugin will fallback to the default banner CSS. (https://complianz.io/folder-permissions/)
If you provide a link to your website, we can check the current behavior as well.

The banner CSS file seems reachable, do you see the ‘color pickers’ appear on the Complianz > Cookie Banner > Edit page, or are there just textfields appearing here?

You might have another plugin that enqueues scripts on Complianz admin pages, breaking the color pickers as a result; or a browser extension that might cause this to occur.
I would recommend narrowing down the cause of the issue further, and starting by visiting the Cookie Banner settings page in an Incognito/Private Browsing window in your browser (to avoid any browser extensions, such as ad-blockers from affecting the behavior).
If that doesn’t help yet, disable plugins to see after which one it starts working again. When it resumes working after disabling a certain plugin, you’ll know that it was related.
