Complex Product Quote Creation?

I’m curious if anyone knows where I should turn for the following issue:

We have an item we sell that has a number of variations and we ultimately work up a custom quote that involves overseas shipping and all of that.

What I would like to do is have all or most of this information presented in a format on my site where a customer could build their order themselves and then pass that along to us to finalize, essentially.

If it were, say, custom socks for business customers, we might have 15 different choices. They select 2 kinds of socks, they’re ordering 20,000 of each. That’s the sort of process we work through. But it’s all over email now with a catalog and I’d rather make it more user friendly.

We have an existing WooCommerce store, but I’m not sure if that’s where I’ll find the right solution either, especially since we take payment on these orders by bank transfer, not credit card.

Any thoughts would be appreciated!
