I have visited the domain in question and the Cookie Banner from Complianz no longer appears, but you might be seeing a cached version of the site on your end; which still had the Complianz banner.
In any case, once the plugin has been deleted it will no longer be able to affect your site.

Thanks for the prompt response.
I was hoping that you would say it was a cahched version I was seeing—despite my having cleared every cache I can think of. Now I know that it will eventually go away.
