Am I correct in assuming that this concerns the menu items/metaboxes found in the Gutenberg Editor?
If so, clicking the downward arrow in the Cookiebanner section will move it back to the right sidebar. Please find a screenshot attached below to illustrate which button I’m referring to, the button is highlighted with a blue border:
