To preface – the client wants an all new site and I’d rather just start over. Do I drop all tables on all 3 sites?
Have not worked with dev or staging sites before. This is my first foray into doing this all myself.
Hosting is on WP engine. Their help article says to drop all tables and reinstall WordPress.
My question is if I need to do this for all 3 environments.
Any other primers on how to use the 3 environments would be appreciated

You should do this with a mentor and not solo. You don’t have enough knowledge base of your own to be pulling all of this off by yourself.
Start by asking for some additional guidance from the wp engine support team.
why does the client want an all new site ? whats the current issue ?
what exactly is corrupted at the moment ?
do you have backups ?
dont start deleting before having a plan, before actually writing it down
dev is the development env/website, where you test new stuff
staging is pre-prod, before the prod, it should have similar data to prod
but does the client actually know what new site actually means, as in deleting stuff ? is he/she aware they cant come back after and say oh but I forgot about x y z, I need it back ecc ecc
Just spin up a new WP instance. Don’t touch the live website until you’re done building the new site.
What makes you think the site is “corrupted”?
