Simple events can be done with Pods. However, recurring events will be tricky and will definitely require custom development to be done.
Alternatives that I can quickly think of is simply integrating an external calendar like Google. There might be some plugins available that can sync such events.
In any case, I think the term “events” is not a proper match here. It looks like you are searching for a calendar within WP:
