Yes, Telegram Bot API does not support .webp images and despite our repeated requests, they don’t seem to even acknowledge the issue and only expect .webp format to be used for stickers. That’s the case when .webp images are so widely used now.
You can also request them to consider adding support for .webp images not just stickers. You can write to Telegram @BotSupport.
