Custom HTML does not respond to custom CSS

I’m using the 2024 theme.

I made a custom html and added custom css, it dosent update.

I tried doing something very simple as a test. I made a heading using the WordPress block, and the custom css worked. Then I tried making a heading using code, the css did not work.

Any ideas?
