Dealing with existing sites that are out-dated?

We’ve got a number of websites that were built 7 or so years ago on themes that are no longer supported, and are pretty outdated in terms of design aesthetic and usability. A full-on redesign would be the best route for these. However, they mostly belong to small local businesses and the owners either don’t want to spend the money on doing a redesign or care that they’re outdated.

Besides looking bad, the websites are also obviously at risk of being exploited since they aren’t being maintained by the developers. Some just break entirely if you go beyond PHP 7.0.

Since the content and images already exist, as well as the site structure, redoing them honestly wouldn’t take very long. And given how few are in dire need, as a dev I’d do it free of charge when I have some downtime. Hell if they’ve been with us that long they should get a free makeover anyways. But I’m pretty sure the boss wants to charge them for it.

How have you handled this kind of situation before? The longer we wait, the more at risk we are of something truly devastating happening.
