UPDATE:
It looks like I was able to fix this by disabling PHP CLI checking after reading another thread. However, now I’m getting an “Error establishing a database connection” message after it uploaded and hit 100%. I’m going to see if my hosting company can fix this, but I was wondering about any thoughts there.

This is now resolved after I reached out to the person who first provided me with the file to upload. He figured it out. Closing this.
