Tried clearing cache, no caching plug ins, I deleted these widgets in elementor but they still keep coming back. I can’t use it because the star widget is expired and shows up as boxes on my site. Can someone help me get these damn boxes off my site?

Possibly server level caching or aggressive device caching, have you tried loading it in a private/incognito window? often works as cache buster
If you have ftp server access, can always connect via ftp and manually delete from the plugins folder too if your dashboard isnt playing nice for some reason.
Maybe the developer has hidden those from desktop view, kindly edit the page and check again in elementor, otherwise let me know the details and I can sort it for you.
