different ways to create a bilingual website

I understand that I can create a bilingual website with plugins like translatepress but I was wondering is it also possible to have another WordPress installed in a directory and make that a whole different website in a different language? then for example when i post sth in the main language i will also post in in the second website in the other language. How would the sitemap would look like in that case? should i submit two different sitempas to google? are there other drawbacks for this method as opposed to using plugins?
