There is no option or a constant to disable the Ads dropdown, but I am happy to look into another solution.
The Ads dropdown is part of Advanced Ads Pro. The forums on projectdmc.org are only for the plugins hosted here. Please reach out to our email support to get help as a customer. I am curious to learn why you want to disable the toolbar.
