If you rename “wp-defender” folder inside “/wp-content/plugins” folder, Defender plugin would be disabled and it should not interrupt login in any way. Same would be if you would simply delete “wp-defender” folder entirely (try it if renaming it doesn’t help).
It may, however, be necessary in some cases to clear cache – in browser and/or server. I understand that this is localhost so there may be no “server-level” cache but it’s better to make sure about it (some local setups may still be using cache).
Also, what actually happens when you rename Defender folder and try to login to site – are you getting some captcha error or some other error (like incorrect username/password warning or some “lockout screen” from Defender)?
