Thank you for contacting WooCommerce support.
I understand that you want to display my product prices including taxes. But this option in the WooCommerce settings is not selectable.
By looking at your screenshot, I noticed that you have enabled Automatic Taxes. There is a paragraph right under that option explaining that while this option is enabled you can only display prices excluding tax.
This setting is explained in more detail in this documentation.
