Do i have limited access?

Hi, i need help to figure out if ive have limited access.

so… the original owner of this wordpress site had to deliver the site to me. An account was created for me and i was told i would become owner and full administrator.

However the screenshot attached shows my wordpress page after iv’e logged in. I can’t edit, i can’t install plugins, i can’t do nothing at all.
Pls help me understand – Am i fully admin form what this page shows? Or does i have limited access?
