Yes, the file is essential and is needed for the plugin to work properly.

Could you tell the reason why you want to deregister it? I assume you have a conflict between the plugin and the theme?

I would just like to decrease the amount of files that load on my site, but given that the file is tiny it’s doesn’t really matter.
