Great question! Both official Facebook plugins on these forums have different functions.
My understanding is that the Facebook for WordPress plugin allows capturing user actions for the whole WordPress site and has support for the conversions API whereas the Facebook for Woocommerce plugin focuses more on online store catalog and product syncing, and also creates a shop on your Facebook page, thus more focused on the marketing and advertisement side.
You can use both of them on your site, there is nothing forbidding it, the only downside is that both plugins set up the Facebook Pixel and if you notice some sort of incompatibility or trouble using both Pixels you may need to choose only one of those.
