Actually, this is the expected and correct behaviour. 🙂 Let me explain.
In your exact case, there isn’t enough space on the left and right side of the pane and the menu does not have enough space to “drop down”, so it goes in the other direction. Check out this video for a visual explanation –
The menu can only extend to the maximum of the site width, which can be set under the Customiser -> General -> Layout.
