That template is labelled ‘Approvals – Require Approval (admin)’ and should show at the bottom of the list.
This template is sent to the admin for a new pending user – the member does not receive an extra email regarding this.
We are not allowed to support non WordPress.org plugins/premium products on this support channel as it goes against the support guidelines –
