Hi, I have an Editor role and user under this role should be able to edit other user account. However, when they visit User section, they are able to edit only the first user. See video attached.
If they replace the user id in URL (e.g. /wp-admin/user-edit.php?user_id=38) = any user can be edited. So the issue in the actions links does not appear.
