It might be related to caching/optimization, so the first thing I would try is whether the behavior persists without such tools enabled; to rule this out as potentially being related.
In any case: it seems to work correctly after the page is refreshed, so that approach would be the quick fix here. To do so, you can Right Click -> “Save As” the filter attached below, save it a .php file and upload it to the folder /wp-content/mu-plugins/ on your website:
reload-after-consent.php
And the video should then also work after initially having accepted the banner.
