This is typical Woo behavior. They purposely cripple Woocommerce and nickle and dime users by charging for plugins that should be standard behavior of Woocommerce.
Yeah, Simple Cloudflare Turnstile already does all those things, and more.
There is of-course nothing stopping Woo (or anyone else) from developing their own Turnstile plugin (and selling it) if they wanted to. That’s the beauty of WordPress and open source.
