The site in question has, among other smaller issues, around 120 unique pages that do not make use of templates, a theme with custom CSS that hasn’t been updated since late 2017 (and has some issues with responsive layout), and a comments API that is unprotected and being spammed.
I’d prefer to charge hourly because I don’t know what other issues I’ll encounter, but do you guys have an idea of what rate I should ask for? I’m in a high cost-of-living area, if that matters

Sounds like a nightmare. Be careful to not end up ‘holding the baby’ if shit hits the fan.
Sounds like you and they would be much better off working on a new site rather than un-fucking their old one.
Money wise I’d expect they’d have a budget in mind.
I would make sure ( if you do take it on) to issue invoices in pre proposed ‘stages’, eg
Stage 1 New design templates /style
Stage 2 responsive layouts and navigation + design dev
Stage 3 reworking existing pages into new style. Testing and launch
Something like that
Also consider if you will be charging a monthly hosting/updating fee etc as once you work on their site you are their bitch when something goes wrong
Depends on how long you’ve done it for.
I currently charge 60/USD/HR and the guy I replaced did too.
Also, that site sounds like a complete redo!
