I’m asking from a place of naivete. Is this a permitted activity? Is there a legal distinction between paying an agency for their strategy along with installation time and labor vs. buying a WordPress installation file containing free (repository available) plugins packaged together as a (nearly) preconfigured product?

Are you asking from the POV of a developer/freelancer/designer selling WordPress? Of course you’re allowed to sell it. You can sell whatever you like. You’re providing a service.
