Without knowing the theme you are using and your server configuration, I can offer no insight.
Try loading up the Twenty-Twenty-ONe theme with NO other plugins and run your test again. If the tests are better, that would suggest the theme using Redux is not using it properly, which is typically the case.
I tried the plugin you mentioned on my server with Redux and a theme that uses it. My results were somewhat lower (1.3), but my server is fast, uses no PHP memory limit, and it’s a theme I wrote, so I know Redux is properly used.
I’m going to go ahead and say, no, there is not much one can do about the execution time. The theme and your PHP/server settings would help, if marginally. Redux handles the entire options system of a theme, so when run on the frontend, the demands on the p[lugin are high, especially if CSS output tied to the option is also in use.
