Thank you for reaching out to us, we are here to help. The cause for a card payment decline as you are (have been) experiencing is not caused by our plugin, but is trigger by PayPal or the involved bank for this payment.
In order to find out the cause of this issue, you should probably get in touch with PayPal Merchant Technical Support and ask them to review the transaction or Debug ID’s that are related to these failed payments. You can find these details in the WC orders and logs (of our plugin).
There is not much we can do for this situation, because we don’t block any payment in this way, so can’t do much to correct this behavior. For this reason, I will mark this thread as resolved.
