This error response is usually related to the funding method on the payer account not being allowed to perform this transaction. Choosing a different payment source within the PayPal account should resolve the error.
Since the PayPal API refuses the transaction, there is not much you could do about it apart from asking the customer to pay with a different method within PayPal. The plugin does not influence this behavior, it simply displays the notification that is being pushed by the PayPal payment server. If you want to have this refused transaction reviewed or investigated, please reach out to PayPal Merchant Technical Support. You will need to provide them with the transaction ID or Debug ID in order to do a review.
Since there is nothing we can do to resolve this issue from our side (the plugin), we will mark this thread as resolved.
