Featured Image Sizes – How to Benefit From Google Highlights but also have a set size

So it turns out google highlights images requires an image to be at least 1200px wide. But the featured images on my site never need to be near that large. Here is how they display:

I want to benefit getting the traffic from google highlights, but still want my image to be that size when displayed.

So, would I upload the 1280x720px image? Then how would I set the size in the featured image? If I use CSS it won’t decrease the file size right?

Even then Its taking up more size – though I’m fine with taking the ~20-50kb hit since they’re webp files anyways. I just want to benefit from getting traffic from google. Up until now I’ve been uploading them at 850px wide which displays them nicely for me.
