Yes, all you need to do is apply either custom CSS styles to pull it to the top of the page (if this is posible) or modify the page template in order to display the widgets on mobile at the top of the page instead of the bottom of the page.
If you do not know how to do it, we’d recommend writing a request to the theme support that you are currently using so they can help you change their template in order to display the widget area at the top of the page on mobile.
