Fixed Background not Fixed | WordPress.org

No matter what I do, I cannot get a fixed background to work on any page, any browser, any host, any Gutenberg theme. It’s baffling. What am I doing wrong?

I’ve tried it on my locally hosted WordPress server, an online server, and WordPress.com, and they all give the same results.
I’ve looked at the results in Opera, Firefox, and Chrome. No difference.
In terms of themes, I’ve used Twenty-Twenty-Two, Twenty-Twenty-Three, and Twenty-Twenty-Four, as well as a few other themes, and none of them work.
A few other projectdmc.org support posts regarding other themes have suggested some CSS to add, but those additions never help.
I’ve copied the exact procedure (save for that it’s an older version of Gutenberg) from a video on https://learn.projectdmc.org/tutorial/uncovering-the-cover-block/ and I don’t get the same results.

What am I doing wrong? I am completely at a loss.

The page I’m working with now includes a video of me adding a new Cover block, adding an image and some text, and flipping the Fixed Background slider so you can see exactly what I’m doing. Any assistance would be incredibly helpful. Thank you!
