I suspect that this is added by another plugin. I did some searching on the ?cookie-state-change=" parameter and found a support thread for the Analytics Germanized for Google Analytics (GDPR/DSGVO) plugin where this exact parameter was discussed:

Many thanks, your answer has put me on the right track. I used the mentioned plugin in an earlier version on a subdomain site which is not existing anymore
