Google Tag Manager or Analytics first? What else?

Hello all, I am working on a site which I just finished. I want to be ultimate be able to put a G-Ad on it and track how many times people click on the ‘Whatsapp’ button inside the page.

I assume I should set up the following in this order:

1. G-Analytics
2. Tag Manager
3. Finally, do the Ad.
