I know that you said without plugins, but if you install the “Gutenberg” plugin, you get acces to the features that are still experimental and may be available on future versions of wordpress. There you can find the Grid as an option alongside Group, Columns and Row, as a way to group blocks.
Also on experimental features you can turn on “Grid interactivity” to use a drag and drop style to tweak your grid. So this feature may come soon, but unfortunatelly it wasn’t included on the recent release of WordPress 6.5.
I could also recommend Generateblocks. It has a grid block and works pretty well.
