Gutenberg was the codename for the Block Editor as it was being developed.

In WordPress 5.0, released back in 2018, Gutenberg was merged into WordPress where it is now referred to as the Block Editor, no plugin required.

The Gutenberg plugin is now a testing ground for new Block Editor features before they’re merged into WordPress. You can use it if you enjoy testing new features and offering feedback and bug reports, but please understand that as a testing ground there is absolutely no gaurentee of stability.
