Help for Visually Impaired and Blind web access.

I am trying to develop a website for our group who are mostly visually impaired or blind. I've seen a lot of advice about applying specific standards, but as a non-developer, this is beyond my skills. Are there any WordPress templates available, or are there other resources I could refer to?
