I’ve been researching various migration plugins, but I’m not sure which one is the most reliable and compliant with licensing requirements.

I was using Duplicator in several occasions , its really simple and didnt encounter any problems with it
All-in-one WP migration works fine.
You just export a file then upload it to a fresh installation in the new host.
There is some size limitation on free version of All-in-one migration. But if size isn’t a problem All in one is a great tool.
Duplicator will require you to move files. So if u r not savvy with that then it might be little cumbersome for u. But both work great for your requirement provided you are running a single site installation.
WPVivid backup has been a breeze. The best part about it? It’s free! (Which is quite hard to believe for me).
I used its migration feature and it gave me the least bit of trouble migrating my client’s websites. Used it twice.
