So I’m totally new to using WordPress. However, there is a business that is no longer active (and also wasn’t legally formed) that has the perfect layout and item list for what I need. How do I get someone to build me the exact same site minus a few smaller changes?

Send the URL to a web designer. I think most would be hesitant to copy it exactly, but nothing wrong with using another site as a starting point/inspiration.
You’d hire a WordPress designer/developer.
try using 10web – it’s free for the first website i think + converts a domain to a wordpress site
If it’s a WordPress site, you can look at the source code and see what theme their using. That may get you 80% if the way there. Then plugins and custom CSS will get you the rest of the way.
Just remake it with a blank theme 🤣
