If it works in Troubleshooting mode, re-activate each plugin one by one, and then your theme, to identify the source of the problem.

Dear James, my first reaction was to say that a plugin conflict test was the first thing I tried, however I decided to do it again, not in troubleshooting mode but live, as I had originally done.
I deactivated all the plugins, a few at a time, checking to see if it made any difference, and then the last set that I deactivated, scrolling worked. So I proceeded to activate all of the others first, checking each time to make sure scrolling was working, and I finally came to the last set that I deactivated that started the scrolling to work again, and I activated each one, one at a time to see which one was the culprit, and for some reason, they are all activated again but the scrolling is working, so I’m not sure what happened, but it’s working and so I am extremely grateful! Thank you. I have been working on this for several hours and you fixed it! THANK YOU!!!!
