How do Cookie Banners work on a technical level? How do they prevent sending data to Google Analytics 4? Are they simply preventing Tag Manager to do its work until someone accepts?

Like how does it even work and on what level can I make sure that my tag manager and Google Analytcs 4 are respecting a Cookie Banner decline action by the user?

Is the pageview only recorded once a user clicks “consent” or how does it work?

  1. Depends. A proper solution, yes, will not load specified scripts until permission is granted.

    Some banners are just banners and do nothing besides notifying the user.

    You can see if it’s working by looking at requests made in the Network tab in your browser’s dev tools.
