How do I add alt-text to images that are NOT in wp-content/uploads?

I wanted the urls of a few files and pdfs to not have wp-content/uploads in the URL, so I uploaded them to the www/ directory. This has worked great, but I can't figure out how to actually add alt attributes to them.

Also, is there such a thing as alt attributes for a PDF file?
