How do I create a button that links to another page?

I feel incredibly stupid for not being able to figure this out, but I cannot for the life of me figure out how to add a button that links to another page in the visual editor.

I have been able to add a button to the page, but I can’t get it to link to anything.

I’ve searched and found tutorials like this [https://wordpress.com/support/wordpress-editor/blocks/buttons-block/](https://wordpress.com/support/wordpress-editor/blocks/buttons-block/). They all indicate that when you click the child button in the buttons block, a floating toolbar with additional options should pop up near the button. The floating toolbar does not appear for me. Has something changed in WordPress, or am I doing something wrong? I’m using version 6.5.3.
