How do I create a horizontal scroll?

I want to create something like this on my website: refer to blue blocks aligned in a row which are horizontally scrollable (manual). On my website, these are images.

I am using twenty twenty-four starter theme and Gutenberg editor. I have searched the WordPress forum and this subreddit but could not find a solution.

As a general rule of thumb, I have not started looking for a plugin immediately and am unsure if I must use one. Please suggest a solution, I am a non-technical person learning WordPress, so please be kind if this is elementary 😛
