How do I customize a new theme without activating it?

I’m VERY new to this. I want to change the appearance of the homepage and have chosen a new theme. The issue I’m facing is I cannot customize the new theme without activating it, which I did by mistake the site was broken for about 2 minutes.

Is there a way to customize a new theme before posting it? And preferably a way to do it without paying more money, I have no budget I’m just doing this as work experience.
